The Utah Bee surveyed 125 patients (Patients) regarding Utah’s medical cannabis program (Program) to determine a grade for Governor Spencer Cox, Senate President Stuart Adams, and House Speaker Brad Wilson (the Leaders). The Leaders are the top officials of the executive and legislative branches of government responsible for the Program. Based on Patient reports, the Leaders receive an F. 

The Leaders fail to provide a Program that serves the needs of patients. Patients report dissatisfaction with the user-experience and the product. As a result, most Patients continue to obtain medicine outside Utah’s regulated system. To raise their grade, the Leaders must improve patient experience and medicine availability, price, variety, and quality.

 Patient Reports

Patients report that accessing Program information is: difficult (21%), moderate (45%), easy (34%).  

Patients report that navigating the Program website is: difficult (52%), moderate (34%), easy (14%). 

Patients report that finding a Qualified Medical Provider is: difficult (38%), moderate (25%),easy (38%).

Patients report that time between registering online and receiving their card is: 1-3 days (29%), 4-7 days (28%), 8-14 days (18%), more than 14 days (17%), never received a card (8%). 

Patients report dissatisfaction with price, variety, and quality.

Patients report primarily using dispensaries: in Utah (38%), out of state (62%).

Patients report primarily using the black market: no (50%), yes (50%).

Patients Surveyed

The patients surveyed (125) were 50% men and 49% percent women, 1% preferred not to say. 

The patients live in every county in Utah, primarily Salt Lake (42%), Weber (13%), Davis (11%), and Utah (17%). 

The patients age is: 18-34 (17%), 35-55 (54%), and 56+ (29%).
